I saw all that hype around Tengger Cavalry few years ago and I had questions -why Ulytau didn't deserve such attention yet? They are great musicians and entwined Asian melodies into heavy riffs ten years earlier than Tengger Cavalry. I think their problem was poor international management and their mostly instrumental music.
But I want you to give a listening to them and share your opinion please.

I haven't listened to Ulytau so I can't exactly compare quality but it's probably because they didn't make their band "memey" enough.

I haven't heard of them but I love Tengger Cavalry. They've always have really good exposure overseas which helps a lot. They broke through with a few other Mongolian bands like Ego Fall and Nine Treasures which I imagine helped a lot. It's generally easier to sell a scene of bands who sound somewhat similar than a single band all on its lonesome.
