Does hypnotic metal exists?
bands that are focusing on mesmerizing riffs?
with maybe fascinating ambiental soundscapes? (main focus on the hypnotic aspect)
black metal might be a good genre where this could be found?

I find funeral doom like Evoken's albums hypnotizing and I find thrash dizzying - Darkness Descends for example. There's ambient qualities with both bands but in different contexts. Riff-heavy metal can be just as "hypnotic" as the more minimal, sparse kind.

Neurosis' Through Silver In Blood has a shamanistic feel that can be engaging. It's a notoriously impenetrable album though. I'd equally suggest The Eye of Every Storm and Cult of Luna's Somewhere Along The Highway. Chelsea Wolfe's Abyss and Hiss Spun are entirely hypnotic albums too.

I don't know where it falls as far as metal but Earthside, Riverside and ton's of Post Rock bands are great for relaxing.

Nobody mentioned Sleep, but Dopesmoker is the first album that came to my mind reading this. Om, even more, though I'm not sure it's still metal...
Lots of doom/stoner bands, come to think of it; especially those more on the psychedelic side, like Ufomammut.

When it comes to black metal, I find early Blut Aus Nord to have a somewhat hypnotic quality; not sure if it's the repetitiveness of it, of the riffs, of the keyboard motifs, the distant-sounding, pummeling, cold, mechanical drumming, the atmosphere. I'd say Ajattara, too, for many of the same reasons. Otherwise, I don't find black metal to usually have such quality.

The halfway point of "The Prodigal Son" by The Slow Death is very ethereal and hypnotic. One of the reasons it's one of my favorite songs of all time.

A lot of sludge doom can qualify as hypnotic. I'm going to choose Amenra. Their last album, De Doorn is a fucking masterpiece of sludge/ambient.

You will find a lot of what you are looking for among the black metal spectre too. I'm going so suggest Spectral Lore - Gnosis, an unique album (technically is an EP, but 49 minutes long!) really hypnotic and trance-inducing.

People already mentioned Portal and Oranssi Pazuzu who I was going to mention, but I'd also say Baring Teeth is very hypnotic and has become one of my favorite bands.

Burzum, Burzum, and also Burzum.

And pretty much any atmospheric or ambient black metal. You could go for something more raw and traditional like Walknut or Forteresse, or something keyboard heavy and uplifting like Elderwind or Eldamar. I could go on about this since it is my favorite genre. Bottom line is, yes, look into atmospheric black metal.

I'm going to go in a completely different direction from what people have been saying, but I find that extremely technical/shreddy stuff, solos especially, can get very hypnotic if it goes on for an extended period. It's a ton of notes for the ear to take in, and the end result can be that your brain just can't keep up.

This one is a good example of something hypnotic, but dark and fucked up.

Any atmospheric black metal should be what your looking for, bands inspired by Burzum’s Filosofem, and Darkthrone’s Transylvanian Hunger. Some doom metal is like this, like the one I posted, or Sleep’s longer songs. Bands that are inspired by Sleep’s longer songs, and actually have similar atmosphere. A good one is Forming the Void, I like everything, except their last album, which I think was too atmospheric.

I find Katatonia's Dance Of December Souls to be a mesmerizing album, absolutely fantastic atmosphere and riffs. Same can be said about Tiamat's A Deeper Kind of Slumber, although it's much of an experimental album than a metal one.

Anathema's Eternity is a love it or hate it kind of album, but it totally captivates me when I listen to it and I enjoy it deeply.
