I don’t know a thing about how music is played, so no clue if downtuning is the right terminology. First 45 seconds of this song are what I’m trying to describe:

Any bands that sound like that all the time? Thanks in advance!

Btw, highly recommend this whole album, Boaz by Astral Cult, for stoner metal fans. Really evocative, badass and beautiful.

Ideally not super slow, though

I think that what you're looking for isn't so much down-tuned but rather bass-heavy music.
Tone-worship stoner is where you're likely to find more of this. It comes with the caveat that it's gonna be slow most of the time. Stuff like:

Conan's first EP

Electric Wizard's Dopethrone

Bongzilla's Weedsconsin

Alternatively, just grab any heavy doom album and crank the bass up on your eq/amp :-P
Hellige - Black/Doom Metal | New LP Camino de agua coming out on 10/10/21

Toner Low... as the moniker implies - it releases some tasty grooves as well.

Going on sludgier grounds, I suggest Eremit from Germany. Thier first (super long) Ep is worth it if you can stand their unrelentless fuzzy slowness. The sophomore is less gripping imo.

Cthuluminati are quite different: it's an interesting project that is more alt-rock-oriented, yet still very much stoner-ish in nature. If you favour a more dynamic sound, they are relevant:

Last one for the road: Alastor. Very Swedish, very rock-ish and energic (I think of Greenleaf and others like that that are quite clean-cut).
