Looking for industrial metal like Ministry and KMFDM that focuses more on guitar/drums than electronics.

I've been digging into this for a couple years. Some of this doesn't meet your criteria (maybe most of it), but maybe you'll find something that unexpectedly grabs you.

Halo
Iugula-Thor *the rare track that has a semblance of
Meathook Seed
Mindrot *check out the early releases
Mortified *https://www.discogs.com/artist/327440-Mortified **http://kangnave.blogspot.com/2013/04/mortified-drivel-demo-1991.html

Since KMFDM is sometimes considered industrial rock and sometimes industrial metal, I'll give some stuff which might be heavier and some which might be a bit lighter:

Skinny Puppy
Malhavoc
Puncture
Circle of Dust
Pop Will Eat Itself
The Prodigy
Killing Joke's album "Pandemonium"
Revolting Cocks
Lard
Pigface
Nailbomb
Screw
Strapping Young Lad
Fear Factory, especially Soul of a New Machine

Playground's "Resilience" album has a bit of a Ministry feel to it. A bit more on the post-punk side than metal though.

The old Industrial Metal help thread is probably worth a look too.

I forgot this one. Relapse just released a new album, but their first 7" is more of a nod to Ministry.
