Almost every other distinct metal subgenre has some hardcore fusion (eg. crossover thrash, deathcore, sludge, blackened hardcore?). I wonder if there is the same with power metal, whether or not they are in the Metal Archives. The closest I can think of is melodic metalcore using several power metal influences (eg. Avenged Sevenfold, Trivium, Killswitch Engage), but metalcore since the 2000s barely has any hardcore and just become either straight up heavy metal or alt rock.

There was a Swedish band called Convinced who came from the hardcore scene and made a trad metal/hardcore fusion (check out "Life Is My Enemy" which came out back in 1999).
It isn't necessarily my sort of thing but I appreciate what they were doing.

Not exactly power metal, but very traditional metal, check out Integrity’s album Howling for the Nightmare Shall Consume.

Very melodic, lots of neoclassical shred lead guitar, along with some blues, and some glam.

It might be more traditional or even what gets called epic to my ears than power but check out Age of Apocalypse. They are on this site.

The 2nd Eternal Champion album has a very strong hardcore undercurrent.
English Dogs is a band that came from the UK82 scene that went on to play metal.

A bit more distantly removed from power metal but obviously still related would be Solstice. Might not be immediately obvious but the rhythm guitars on New Dark Age and later are still clearly hardcore influenced.

I know at least a couple of BG members was into punk (you can see them wearing Dead Kennedys, Bad Religion shirts occasionally)

you can kinda see this in the japanese burning spirits scene with bands like Death Side, Crow, Bastard etc. not strictly power metal but they took a lot of influence from trad's guitarwork and were very uplifting for metalpunk
