I'm looking for male vocalists, preferably in tech/melodic death, avant-garde, or symphonic/blackened deathcore bands (but anything goes), who have basso profundo or oktavist voices. Super bonus points if the same person also does harsh vocals.
The closest I have found is Lauri from Metsatöll. Not a crazy deep voice, but consistently fairly deep, good sound, and a great creative musician otherwise.
Then some other bands I've found are Type O Negative (sort of, but Peter is the highest profile rec so I'm getting him out of the way), Haggard (kind of), and Attila Csihar's stuff. Attila doesn't sound great, but at least he is willing to experiment, and he can reach some very low notes.
Also kind of MajorVoice, which I'd consider symphonic rock/uplifting corporate movie music, but Ronald Zeidler has a very nice operatic low voice, really full and powerful.
Antti from Demilich can probably sing quite low but I've no idea if he does cleans.

For reference, the most impressively deep vocalists I can find are almost all doing Russian Orthodox music. See:

I cannot think of a person who sings in this range that can also do extreme vocals, besides myself, except I'm an amateur with no released works, so that does not count for much (for now...) :)

True basses are a rarity, profondos even moreso. Most low-voiced vocalists one hears in metal are just baritones (my favorite is Big Boss from Root) with a rich voice rather than actual basses.

Lowest I can think of is Kjettil Ottersen from Fallen, I think the lowest note he hits on their album is a D#, though it seems he’s pushing a bit outside his range, even the E’s are a bit strained.

I hit an Eb as well on the intro of the album in my sig. That part in particular was recorded almost a decade ago, attm it was my lowest. Nowadays, I can reliably sit on a C, but haven’t recorded anything and probably won’t for a while.

Not metal, but anybody interested in those kind of vocals should know Milan Fras from Laibach.
Someone must convince him to guest on an extreme metal album, possibly an artsy band like DSO :lol:

Only thing that comes to mind is Emptiness. Idk how to categorize them tbh, but it's metal alright.

Also somebody mentioned Milan from Laibach, and this guy deff sounds like him

I had just listened to a bit of each one (except the Brazilian, Greek, and Romanian ones, which I can't find audio for) and was about to ask if you were referring to one that wasn't on the list, lol. The Belgian Emptiness is maybe my favorite, though I would not say the vocalist has a deep voice. Not based on the ~5 tracks I've heard.

I checked his profile on MA afterwards, and it’s worth pointing out he was 21 at the moment. For someone so young, it was actually a pretty good effort. He must sound much better nowadays.
He hasn’t recorded anything as a lead singer ever since, though; hope he gets around to it again at some point.

Will do so! Same, if you ever record something, let us know, I’ll be interested in listening.

Speaking of Kjetil, his past band Funeral has some songs with pretty low vocals, even if they are often harmonized like in this song's chorus at 1:56.

Obsidian Chamber? Since you mentioned symphonic and blackened maybe you'd like it. It's sorta sympho black meets Rammstein

An interesting band is Master's Hammer which also employs several vocal experiments on their releases, mostly to the throat singing/dyphonic side, similar to Attila's, but this track in particular he does this weird deep voice.

The first vocalist of Eternus sometimes sounds like a Muppet, but his vocals tend to stay on the lower register.

Paul Kuhr from Subterranean Masquerade's first EP (Temporary Psychotic State) and first full-length album (Suspended Animation Dreams) might be your kind of thing. He has a deep singing voice and also does some growling. Musically they're psychedelic, proggy, introspective, a little weird.

Deathstars is def worth a look.
Standout examples for me that come immediately to mind would be this track (especially the pre-chorus and chorus.)
