Do the same rule applies when it comes to isolated urban nucleus or separate residential areas without their own municipality?

An example:

El Franco is the municipality (smallest administrative level in Spain), but there is not any town called like that.
Do we set bands from "La Caridad" to be from "El Franco" or leave it the way it is now?

What do we do with multiple cities in the same region that have the same name, but don't have an "at something" bit differentiating between them?
There's one village and one town called "Aach" in Baden-Württemberg, Germany for example. They are a few 100 km apart. In Maps they are both simply called Aach (in both the German and English version).
Would it be okay to use the German Wikipedia solution for that?
They add specificators in brackets, in this case "Aach (Hegau)" and "Aach (Dornstetten)".
While Dornstetten is the municipally/city the village is part of/neighboring, Hegau is more a historical region kinda similar to Frisia, Pomerania or something.
Should we take those or should we just always use the next higher administrative region?
