The Promise Of Plague was previously blacklisted because it wasn't considered Metal. It was previously a mix of industrial, electro, punk and black metal. The newest release "The Tombs Of Lost Lovers" has dropped those sounds and I believe now fits your definition.
Also it was rejected because it was a digital release, however, both albums are digipak releases and can be purchased as physical product through the bandcamp page and elsewhere

Not as clear-cut as you make it sound, there's still a fair bit of electro-industrial stuff in this, but this sounds potentially acceptable. Whitelisted for further evaluation.

I take it the band was submitted and blacklisted again based off that album. Since then, the band has released another album which sounds much more acceptable in my opinion. Some non-metal electronic passages remain, but still feels like avant-garde black metal overall.

That's not even close to avant-garde black metal. But it does sound like it could be acceptable gothic metal, so feel free to go ahead with it.
