Around 2 weeks ago, I submitted the Romanian band, Gral, and it got rejected, because the tape they released was only a promo for labels. The music was considered acceptable:

I wrote the guy who uploaded this video on Instagram, and he said, that it is indeed just a promo for labels, but it was also handed out to friends and fans at the time (that's how he got it). So would this make the band acceptable, it being a similar situation to this recently uploaded group?

The band isn't blacklisted. Resubmit with screenshots of your correspondence with the video uploader, including letting us know what relation he has to the band, and we'll take a second look at it.

Discogs listing is irrelevant since plenty of label-only promos are getting sold there regardless of the fact that many of them have written on it "not for sale". So that's not really a legit distribution. So the same proof is still needed. If you can find it, include it in your submission and we will asses it accordingly.
