I don't understand why my submission has been rejected a second time. The first it was because there were only a digital record. But, I have added and EP, so why it has been rejected ?

The reason is clearly spelled out in your rejection e-mail:
"We have determined the band's digital release(s) to be too amateur/rough/disjointed or generally insufficient...".

The band is also not blacklisted, so you can try submitting it again once more material that fits the criteria listed on the Archives becomes available.
