The blacklist is private. Only mods can see it.

Gotcha, I was inquiring because I wanted to make sure that a band I wanted to submit wasn't on the blacklist. I guess if that were to happen, the user who submitted the band would be notified and no harm would be done?

A mod warning will appear as soon as you've moved on to fill in the other fields.
It's hard to miss.
