I'm am trying to submitt a split album and I am at the part where I have to put in the band's ID. The only problem is that the other band is not on M-A. So what should I do?

Submit the other band first if it's metal, if not add the release as "a single-CD release" and choose "split album" in the release type.

So would I just write the tracks that the metal band does and leave the others out?

Maybe you can also list all tracks from both bands and precise in the notes (tracks 1-4 : band X, tracks 5-8 : band Y (genre).
I don't know which one should be used.

edit : or also add the non-metal band's tracks in the notes (is that what you meant ?) like here http://metal-archives.com/release.php?id=151962.

The last band is not a metal one. You add all tracks, but add to the additional information which part of the split is performed by each band.
