Wouldn't it be a good idea to have the rejected list public and as a sticky, but have it either as a page on its own, or a locked topic so that it can be updated by the moderators, but not replied to by people who want to be jackasses?

Think for a moment about why it would not work. If you can't get it after a moment or two, click back to the main S & C subforum index. Look at the threads at the very top of the page. Read the titles, maybe the initial posts. Soak it all in. Then look farther down the list. Perhaps click over to page 2. Read these thread titles. Read their content. Observe how their contents and queries relate to the threads you had looked at a few minutes earlier.
