ton of reverb, echo, chamber synth, it is multiple layers of pedals on top of each other, or multiple tracks layered with different effects. for both.
I just do stuff.

A reverb effect with a detune or modulation feature might get you something. I have a delay pedal that has "modulation", and it gives it this detuned, warbly overtone, a bit like a chorus. Combined with reverb, it sounds quite ghostly.

As they said, use a lot of reverb. But, if you're looking to acquire that specific sound in a pedal format, speaking from personal experience, the Electro Harmonix Cathedral has enough on board controls to approximate that sound.
I owned one for quite awhile, and used it regularly for recording.

If you’re working in a DAW, most reverbs let you control the wet and dry signals. Drop the dry well below the wet, and bring the wet up fairly high. That will give you the subtle swell effect and airy, ghostly tails. Then run a chorus or detune effect in front of the reverb (iZotope Vinyl is free and absolutely terrific at creating weird, warbly sounds.) To replicate the exact sound of those recordings you’ll want to use an overdrive as well, but don’t push much gain in your signal because it will mush everything up.
