Yes, it's Spain. The word "contacte" is writen in Catalan and the mail shown was a IEEC one (Catalan Institute of Spatial Studies) when having an e-mail account was not that common, so the project was most likely based in the area of Barcelona. I've googled the surname Barriga (it means "belly" but it's a common surname) plus IEEC and found some late 90s documents in pdf citing a scholar named Josep J. Barriga / Josep Jeroni Barriga. He was in astronomy, so googling beyond alternate language versions of his name, he could be Dr. José Jerónimo Barriga Carrasco. Unfortunately, I can't find any trace of him after 2006.
