Yes. In most cases I've noticed releases listed as promo on Discogs are still counted as VR. I couldn't find any information about Semion online, so it would be good to get a clarification.

"Promo" is a many-faced term. We don't have an issue with it per se, particularly if it's just another word for "demo". It simply all ties back to the official public distribution part of VR. If something was only sent to zines or radio stations and only afterwards got into the hands of collectors, then this obviously wasn't a valid release as we define it. I'm not sure how Discogs outlines their usage of the term (no doubt users there are probably not exactly consistent with it either way, though), but these days I'm more like, unless there is some concrete indication that it was never intended for public distribution, it's likely valid. The usage of the promo tag on Discogs by itself isn't much of a smoking gun.
